CPA Overview

Mission Statement:

"To develop air and sea navigation to and from the CNMI to its fullest potential."

The Commonwealth Ports Authority (CPA) is responsible for the operation and management of the public airports and seaports serving the Commonwealth of the Northern Mariana Islands. Established by CNMI Public Law 2-48, CPA plays an essential role in maintaining the air and sea transportation infrastructure that connects Saipan, Tinian, and Rota with one another and with destinations throughout the Pacific and beyond.

CPA oversees a network of airport and seaport facilities that support passenger travel, commercial aviation, cargo movement, shipping, inter-island transportation, tourism, emergency response, and other activities important to the Commonwealth.

Our Transportation Network

CPA's facilities include:

  • Francisco C. Ada/Saipan International Airport
  • Saipan International Airport Commuter Terminal
  • Francisco Manglona Borja/Tinian International Airport
  • Benjamin Taisacan Manglona International Airport (Rota)
  • Port of Saipan
  • Port of Tinian
  • Rota West Harbor

Together, these facilities provide critical transportation links for residents, visitors, businesses, government agencies, and the movement of goods throughout the CNMI.

Serving the Commonwealth

As the agency responsible for the Commonwealth's principal ports of entry, CPA's responsibilities extend beyond the physical operation of airports and seaports. The Authority works to maintain safe, functional, and reliable facilities while supporting the transportation needs and economic activity of the islands it serves.

CPA's operations encompass:

  • Airport and seaport management and operations
  • Maintenance and improvement of transportation facilities and infrastructure
  • Passenger, airline, shipping, cargo, and commercial operations
  • Airport and seaport safety and security
  • Aircraft Rescue and Firefighting (ARFF)
  • Ports Police and law-enforcement functions
  • Engineering and facility maintenance
  • Leasing, concessions, and business activities
  • Financial and administrative management
  • Procurement and contracting
  • Coordination with local and federal agencies
  • Specialized public-safety and emergency-response training

Governance

CPA is governed by a seven-member Board of Directors appointed by the Governor with the advice and consent of the Senate. The Board appoints the Executive Director, who is responsible for carrying out the goals and objectives of the Authority and overseeing its day-to-day operations.

Through its Board, management, employees, and operational divisions, CPA works to maintain the Commonwealth's airports and seaports as vital transportation gateways for the people and communities of the CNMI.
